The purpose of the Pecos Children’s Center is the safe and timely unification of minors in care with family or sponsors in the United States when possible – a strong and consistent discharge process is critical towards achieving this. Reporting to the Deputy Director of Programs & Management for the Pecos Children’s Center, the Discharge Process Manager will develop and execute plans and logistics to ensure that all minors leaving our facility have a logistically seamless experience as well and leave equipped with a comprehensive easy-to-comprehend discharge packet that will set them up for success in their new home. The Discharge Manager will serve as a member of leadership convening stakeholders from a multi-disciplinary grouping of departments to include medical, case management, mental health, shelter, and education.
Specifically, the Discharge Process Manager will ensure appropriate policies, procedures, and standards are clear, socialized, and reinforced daily. Oversight of the logistics of an “assembly line” of employees preparing packets with enough lead time is the cornerstone and primary day-to-day component of the role. The Manager will be successful when the entirety of the process is fully staffed, all staff understand and demonstrate competency in the many facets of the process, and that no minor leaves without a full and complete discharge packet and any needed items.
ESSENTIAL JOB RESPONSIBILITIES:
Ensure all required ORR-mandated documents are included in discharge packets, along with relevant descriptors understandable by sponsors at a 6th grade equivalent reading comprehension level
In conjunction with departmental subject matter experts, create and implement tracking and audit tools, along with measuring and accountability measures
Liase with shelter management – those responsible for direct oversight of UC’s – to ensure discharged minors are brought to the discharge center, have the necessary luggage to pack their things, and are properly fed and cared for before custody is transitioned over to ORR’s contracted transportation provider, MVM.
Serve as a partner with MVM to ensure minors are discharged on time and on schedule
Act as a final safeguard to make sure no minors leave our care without their full medical record and any applicable medications and/or medical apparatuses.
Oversee the scheduling of employees within the discharge process and make final determinations about when surge staffing is required to accommodate large discharge cohorts
Compile and report discharge metrics to site and/or corporate leadership on a daily basis
Identify process and training gaps and liaise with appropriate departmental directors to ensure that quality checks at discharge uncover only minor errors and not systematic poor or inconsistent practice
Liase with the data team to make sure packets for UC’s are worked on at the moment of FFS approval, beginning the discharge preparation process well in advance of the time of MVM arrival
Provide ongoing, small-group training to both leadership and line-staff regarding the process
