Description

Broomfield’s DMV team is looking to hire a Motor Vehicle Specialist I OR II (depending on qualifications). Work is generally scheduled Monday – Friday, 8:00 a.m. – 5:00 p.m. This full-time position is eligible for benefits, please see the benefits tab or our website for more information.
Motor Vehicle Specialist I
Hiring Range: $22.67 – $26.67/hour | Salary Range: $22.67 – $30.67/hour
Motor Vehicle Specialist II
Hiring Range: $27.57 – $32.43/hour | Salary Range: $27.57 – $37.29/hour
Performs a wide variety of complex and specialized technical and administrative work for the Motor Vehicle Division. Incumbent analyzes, regulates and enforces statutory requirements for all state and federally mandated title and registration laws.
Assists citizens in licensing, titling and filing motor vehicle documents. Collects statutory motor vehicle revenues including but not limited to all sales and use taxes. As an agent for the Department of Revenue, verifies all legal documents for compliance of state and federal laws. Ensures that Department of Revenue rules and regulations are adhered to along with City and County of Broomfield departmental policies and procedures.

Essential Required Tasks/Examples of Duties

General Duties:
Interacts with customers, employees, staff and the public to resolve problems, answers questions, completes forms, processes licenses and fees and provides information related to the Motor Vehicle Department. Assists the public by researching information needed, solving complex issues, submitting negotiable documents for final processing and determining the elements needed to conduct a rightful motor vehicle transaction of any type.
Verifies title documents by utilizing appropriate reference manuals and materials to determine legal qualifications and insure accuracy. Authenticates completeness and compliance with all state and federal laws. Confirms title and registration revenues due and proper sales and use tax rates to be paid by the citizen. Assesses filing and release requirements as well as fees needed. Substantiates citizens’ legal addresses and identification.
Issues all license plates, annual validation tabs, Americans with Disabilities Act placards and plates, and temporary permits conforming to Air Care Colorado regulations and Colorado Auto Insurance standards set by law. Establishes and/or maintains files, records and reports from a variety of materials requiring considerable knowledge of motor vehicle practices and procedures. Searches files and retrieves information.
Motor Vehicle Specialist II (
Performs the following additional duties, if applicable):
This position serves in a mentoring role for the Motor Vehicle Specialist I incumbents, assisting with more complex transactions. Performs routine computer processes set by the Department of Revenue for maintenance of the system. Assists staff in the interpretation of motor vehicle laws, rules and regulations and Broomfield’s policies and procedures.
Assists with and performs a variety of off-counter work, including, but not limited to, dealer and financial institution submitted documents, title and registration processing, security agreement filing and archival, processing mail requests, and correspondence. Serves as a representative between the Department of Revenue and the City and County of Broomfield. Assists in reconciliation of invoices and processing of NSF’s. Supports hiring of new employees which includes onboarding. Assists in budget management.
Verifies cash transactions; prepares deposit and distribution of funds. Balances office revenues against reports. Prepares concise and accurate correspondence to dealers, financial institutions, taxpayers, and City and County officials. Explains complicated title and registration issues with tact and common sense by phone or in person to the public. Meets the statutory requirements for the collection of all motor vehicle related fees, including sales and use tax. Verifies title documents by utilizing appropriate reference manuals and materials to determine legal qualifications and insure accuracy. Processes title documents, analyzes proper methods to correct and examine documents for fraud. Establishes and maintains files, manuals, scanned records, and computer historical data. Prepares and maintains daily, weekly and monthly motor vehicle reports.

Minimum Qualifications

Training: High school graduate or GED equivalent preferably with some course work in general office practices such as word processing, simple bookkeeping, and filing. Some college level coursework in business or public administration is preferred.
Experience:
MV Specialist I – Two years of full performance clerical/secretarial experience such as examining and evaluating a variety of information to determine correctness, completeness, and adherence with requirements, utilizing a computer to input information/data, preparing and processing vouchers and invoices, and providing the public with general and/or explanatory information in order to resolve problems/issues.
MV Specialist II – Four years of increasingly responsible experience within a County Motor Vehicle Division processing all types of transactions independently.
OR
Any equivalent combination of training and experience that provides evidence that the applicant possesses the Necessary Applicant Traits.
NECESSARY SPECIAL REQUIREMENTS: -Must be at least 18 years of age. Must possess and maintain a valid driver’s license and safe driving record for employment consideration and for continued employment. Applicants must, as a condition of employment, pass the following pre-offer and post-offer/hire processes: applicable testing, oral board, reference checks, background check including local police check and sex offender check.

Physical demands are described as light (exert up to 20 lbs. of force occasionally and/or up to 10 lbs. of force frequently, and/or a negligible amount of force constantly to move objects). There may be occasions when the employee will need to help with lifting/moving boxes of license plates which can weigh up to 30 lbs. Data entry and other tasks may require sitting at a computer for extended periods of time. Specific vision abilities required by this job include close vision, color vision, and the ability to adjust focus.
