Description

Boulder County Office of County Administrator is seeking to hire an Assistant County Administrator. This position works at the direction of the county administrator and with the County Commissioners, department heads, county staff and others on high priority projects and strategies that cross functional areas within county government. The role supervises staff in the county administrator’s office and advises and partners with the county administrator to manage countywide operations, plans and programs. This is a newly created position. The ideal candidate will exhibit confidence in establishing and defining this new role and flexibility as the role evolves. The leader in this position will be able to build, maintain and nurture existing and new relationships with staff at all levels and with other agencies and suppliers. This position requires a strategic thinker who is collaborative, approachable, responsive, and trustworthy.
This is a full-time, benefited position. This position will work Monday – Friday, 8:00am – 4:30pm, although hours may vary depending upon various situations. This position will work at the Downtown Courthouse, located at 1325 Pearl St., Boulder, CO 80302. Under Fair Labor Standards Act (FLSA) guidelines, this position is exempt. This position is at-will.
As of December 1, 2021, Boulder County requires all employees to be fully vaccinated against COVID-19 or request an approved accommodation within ten days of accepting an offer of employment. A person is considered fully vaccinated two weeks after completion of a two-dose mRNA series or one dose of Johnson and Johnson vaccine.
Boulder County requires its employees to reside in the state of Colorado as of the first day of work. Hiring Salary Range: $140,000.00 – $180,000.00 Annually

Examples of Duties

Partners with the county administrator to provide highly complex and strategic consultation to the County Commissioners on county government operations, often spanning multiple disciplines
Supports the communication and implementation of Commissioners’ internal policy direction and strategic priorities
Ensures reporting and documentation of progress against goals for county strategic initiatives with an emphasis on public accountability and transparency
Leads and coordinates projects and initiatives that cross departmental boundaries
Supervises and manages functions within the County Administrator’s Office, including disaster recovery, communications, tax appeals, and general administration
Serves as acting county administrator in the county administrator’s absence
Manages economic development contracts and related relationships with local chambers of commerce
Works cross-functionally with departmental subject matter experts to coordinate Boulder County’s internal and external resilience work to enhance the community’s sustained ability to withstand and recover from adverse events; this includes guiding disaster preparedness and recovery planning and bringing forward key organizational strategies/priorities to the Board of County Commissioners to foster resilience
Ensures the development and coordination of internal county strategic and operational plans, including Continuity of Operations and Emergency Plans, updates, and drills
Partners with the county administrator to coordinate budget proposals across multiple county departments
Responds to difficult or cross-functional inquiries or complaints from the public
Performs other duties assigned by the county administrator
May be reassigned in emergency situations

EDUCATION & EXPERIENCE:
Boulder County is looking for well qualified candidates to fill our positions. Any combination of relevant education and experience is encouraged. In this position, we are looking for a minimum of
nine (9) years of combined education and experience, including five years of progressively responsible experience in public sector administration and executive management, communications, or disaster recovery, including at least three years of experience in supervising and/or leading teams. This position requires a high degree of sensitivity and understanding of specific barriers that prevent access and engagement by people with different racial or ethnic backgrounds, people who are LBGTQ+, have one or more disabilities or whose first language may be a language other than English.

SPECIAL REQUIREMENT:

Applicants must be willing to sign financial disclosure and confidentiality documents related to accessing the county’s financial and HR systems

Supplemental Information

PREFERRED QUALIFICATIONS:

Experience working in Boulder County or another local government setting
Project management certification, background, or training
Bilingual language skills
Bicultural lived experience
Bachelor’s or master’s degree in public administration, communications, business, or related field
A valid driver’s license

KNOWLEDGE, SKILLS,& ABILITIES:

Extensive knowledge of management principles, organizational skills, and the ability to apply these to public administration
Superior project management skills and familiarity with documentation and progress reporting
Expertise in communications or other internal support services
Understanding of disaster recovery and resiliency work
Strong business and financial acumen, including experience with budget preparation
Familiarity with or willingness to learn the Pacific Education Group’s Courageous Conversation About Race protocol and the Government Alliance for Racial Equity frameworks and tool sets
Willing to become a certified practitioner in Courageous Conversations About Race Protocol within two years and participate in a local community of practice
